Report on Existing County Service

II. OVERVIEW OF BERKSHIRE COUNTY GOVERNMENT

The Berkshire County Government operates in three overarching subject areas:

First, the County government supervises and administers on behalf of the Berkshire towns and cities the services discussed below in section III. There are other County services, which are discussed in section IV, for which the State has indicated it will assume control. Section V briefly discusses various County services in which the County government does not presently play an active role.

Second, the County owns and maintains numerous valuable assets in the Berkshire region, such as the Silvio O. Conte Superior Court House, Probate Court House, Registry of Deeds, County Extension office, Berkshire County Jail and House of Correction, and Pontoosuc Lake and its dam. In relation to the Registry of Deeds and the Berkshire County Jail and House of Correction, the County oversees personnel and budget appropriations and expenditures.

Third, the County acts as an information and resource clearinghouse for the Berkshire region. In this regard, it annually prepares and distributes an information booklet of county, town, and city officials, in order to provide citizens, towns, cities, and companies with easily accessible information regarding how to contact such officials. Also, the County Commissioners' office functions daily as a central information clearing house for a broad spectrum of numerous daily inquiries from the public and officials at all levels of government, including federal, state, town, and city.
