2. Proposed amendments shall become effective if approved by a majority of the
votes cast by voters in the member municipalities at a biennial state election held
at least ninety days following a vote by the Council of Governments councilors to
submit the amendments.
3. The ballots used when voting on charter amendments shall contain a question in
substantially the following form: "Shall the following amendments to the
Hampshire Council of Governments Charter proposed by [the Council of
Governments' registered voters or a two-thirds majority of the weighted
vote of the Council of Governments councilors] be enacted?" (Insert here a fair
and concise summary of each question prepared by the Council of Governments
counsel and approved by the councilors.)
